I have always thought of the Borg Queen to be one of the most boring villains. I much prefer Q’s introduction of the Borg and ‘The Best of Both Worlds’ 2 part episode. I did love the Gorn in TOS but we really never got see them beyond that.(ENT’s ‘In A Mirror Darkly’ part 2 episode doesn’t really count)
